The 2018 Administrative Procedures Manual of Yellowknife Education District No. 1 includes a “Northwest Territories Pandemic Influenza Management Plan” mandating that:
“The Health Authority will develop a communications strategy, including identifying appropriate community partners for reaching and educating diverse communities, such as limited English speaking and homeless students and their families.” (P 6)
While this policy goes beyond multiple other districts’ policies on influenza management by identifying homeless students as a ‘diverse’ group, it never specifies how the Health Authority’s communications strategy ought to meet this diversity, how this will be measured or held accountable, or what is unique about homeless students’ relationship to influenza. This communications strategy, to date, does not exist in the form of an available policy. What policies like this one demonstrate are edges of gaps in policy wherein youth homelessness could be addressed in more detail but has not to date been addressed.
